 Draw Procedure
Each continent had one place in row 4, row 5 and row 6 according to the continental ranking. At this level, pots 4-6, 2 or 3 teams of the continent could not meet within the preliminary round. Organiser Georgia had the prerogative to assign itself to any group after pots 4-6, 1-2 has been drawn
